1. Definition: Precursor Chemical Industrial Materials Precursor chemical industrial materials refer to raw materials that can be diverted for the manufacture of narcotics. Based on their characteristics, they are divided into two categories:

Category A: Substances that participate in reactions and become part of the chemical structure of narcotics, or those designated by the competent authority as drug‑producing chemicals.

Category B: Substances that may or may not participate in reactions but do not become part of the chemical structure of narcotics.
2. Regulated Parties:

Category A: Refers to businesses engaged in the import, export, production, sale, use, or storage of Category A precursor chemical industrial materials.

Category B: Refers to businesses engaged in the import or export of Category B precursor chemical industrial materials.
3. Management Measures:

Category A: Quarterly reporting of import, export, production, sale, use, and storage activities.

Category B: Self‑registration for record purposes (including type, quantity, location, trading companies, declaration numbers, and invoice numbers). Quarterly reporting is not required.
4. Penalties:

Failure to report may result in a fine between NT$30,000 and NT$300,000.

In addition to supplementary reporting, the competent authority may require monthly reporting and issue a notice to make up for missing reports within a specified deadline.

If the deadline is still not met, continuous daily fines will be imposed.
